Effective December 31, 2019, David Scribner has assumed the role of Acting Director for the Department of Community Services and Development (CSD). David has been with CSD as Chief Counsel since 2017 and brings over 20 years of legal experience to the Acting Director role. David began his legal career as staff counsel with the Commission on State Mandates drafting decisions on whether the state-imposed un-funded state-mandated programs on local government and school districts. After leaving state service he spent several years in private practice working with California’s education community, ultimately becoming the Executive Director and General Counsel of a statewide education-based joint powers authority. David then started his own firm focused on both the business and education communities. Prior to joining CSD, David served as Interim CEO and General Counsel for an independent physician’s association. A native of Seattle, Washington, David earned his B.A. in Social Science from California State University, Sacramento and his Juris Doctor and Governmental Affairs Certificate from McGeorge School of Law in Sacramento.
