California Community Action Partnership Association Granted $725k CoP 6 Funding

SACRAMENTO – On September 24, 2026, the California Community Action Partnership Association (CalCAPA) was awarded $725,000 through the Community Services Block Grant (CSBG) Communities of Practice (CoP) Training and Technical Assistance Project, by the Office of Community Services (OCS) – a division of the Administration of Children and Families (ACF).

Issued as part of a 3-year cooperative agreement, the purpose of the CoP Training and Technical Assistance Project is to support program integrity and fiscal stewardship, build network capacity and to implement “No Wrong Door” service delivery – a removal of barriers for families to access services provided by Community Action Agencies.

CalCAPA is the lead applicant for CoP 6, a group of six jurisdictions in three noncontiguous parts of the U.S. and its territories: California, Arkansas, American Samoa, Puerto Rico, Delaware and the District of Columbia. The target is to use resources equitably amongst CoP 6 member states and territories. 

CalCAPA Executive Director, David Knight states, “The ultimate goal is to help families with low incomes raise their earned income, keep jobs, and build opportunities. This grant does that by increasing resources for the local Community Action Agencies that serve communities to build capacity, be better coordinated, and show their strong accountability. We are thankful for the support of OCS in ensuring that we continue the great work of improving the lives of families and building communities.”

The Community of Practice 6 Community Action network is seeing firsthand the urgent need to bring timely Training and Technical Assistance resources to the local Community Action Agencies. This award will maximize and increase the scope of vital safety net programs, strengthen agencies internal practices and disaster readiness and break down silos that keep families from getting the help they need.
